Federal Contract Manager

Job Summary
Responsible for the complete lifecycle of Federal contracts both in the US and internationally:
+ Work as part of a team of Contracts personnel within the AECOM Federal Contracts and Procurement (FCAP) organization including developing a familiarity with policies and procedures
+ Maintain an up-to- date working knowledge of Federal Acquisition Regulation (FAR), DFARS, other FAR supplements
+ Collect and analyze contractual data on existing government contracts, prepare teaming agreements/NDAs, and prepare ad hoc reports
+ Perform special projects and all other positions related duties as assigned and requested
+ Coordinate with Corporate Audit Group and support periodic internal project audits, outside project audits by clients, and federal and state agency audits. Able to understand and coordinate implementation of Audit findings
+ Coordinate and work effectively with Engineering operations groups at implementing Programs/Projects
+ Must possess the ability to manage and support multiple contract types and task orders concurrently and respond to project/client directives and requests involving financial information, contract compliance, project audit, project accounting, insurance, property and other administrative issues
+ Ability to understand legal issue and to collaborate with Company legal staff at solving contract related issues
Contract Pre-award
+ Work with Pricing Analysts to provide guidance for establishment of cost and pricing data for the development of proposals in accordance with customer?s request for proposals (RFP) specifications
+ Prepare the contractual and administrative portions of any cost or business volume of a proposal to include, but not limited to: cover letter, financial statements, representations and certifications, sample contracts, or other terms & conditions
+ Active participation in proposal development for new business opportunities with a focus on pre-award negotiations and post award implementation
+ Due diligence in support of projects with new Clients/JV's/Teaming arrangements, Contract Risk Analysis, Contract task order proposal preparation, contract negotiation, contracts policy compliance, Project audits, Project property management and any other business related support required by the program/project management team
+ Analyze and convey to management the necessary requirements of customers? RFP
+ Ensure adherence to the firm's signature authority policy, and facilitate approval of necessary and appropriate deviations
+ Review and approve the application of accurate contract rate data in the preparation of proposal and contract information
Contract award
+ In conjunction with the Program/Project Manager, develop the negotiation strategy and plan/lead, and where appropriate conduct contract negotiations with the potential Client
+ Develop risk mitigation strategies
Contract post-award
+ Coordinate with Program and Project operations teams to manage contractual responsibilities
+ Provide continual review and administration of assigned documents to ensure potential issues are identified prior to becoming problems, determine and communicate whether all terms and conditions are being met, and ensure identified problems are communicated to leadership for resolution in a timely manner.
+ Organize and manage contract documentation
+ Serve as the primary point of contact with the customers? contracting official
+ Review and analyze contract documents to determine contractual obligations
Minimum Requirements
+ Bachelor's degree in Business Administration or Scientific/Engineering Technical areas and at least 5-10 years of job-related experience
+ Excellent oral and written communication and negotiation skills
+ Excellent working knowledge of the Federal Acquisition Regulation (FAR), DFARS, other FAR supplements, as well as the Uniform Commercial Code with the ability to independently research regulatory issues, understand their application and consequences to our business
+ Understanding of Contract and Subcontract formation and implementation for Federal programs
+ Self-starter with a ?can-do? attitude that will thrive in a management structure where high standards of productivity, quality of work, and effectiveness are maintained
+ Excellent leadership and people skills
+ Strong organizational skills ? the ability to multi-task, prioritize commitments, manage time effectively, manage documentation, and meet deadlines in a fast paced, dynamic, team oriented environment
+ Ability to work well as part of a team and provide good customer service to internal/external clients
+ Understanding of the general role and required interface with DCMA and DCAA
+ Strong working knowledge of word-processing (Word), database, spreadsheet (EXCEL) programs and integrated software applications
+ Proven ability to learn new software applications
+ Experience working with Federal construction, design, and facility renovation contracts
Preferred Qualifications
+ Experience with global, decentralized organizations
+ Advanced degree and/or specialized training

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
