Senior Procurement Specialist

Job Description The Senior Procurement Specialist conducts procurements, awards and administers subcontracts and purchase orders for project and indirect procurement.
A Senior Procurement Specialist performs project and/or indirect procurement of goods and services of basic to highest complexity, as directed by project management, in support of client projects, unit or corporate group needs by sourcing and qualifying suppliers, detailed bid evaluations and award recommendation, negotiation of pricing and terms and conditions for subcontracts, blanket purchase agreements or purchase orders.
Interface with the project teams and stakeholders to support the successful completion of the supply chain requirements.
Ensures that all procurement is in compliance with government regulations, contractual terms (if applicable), company policies and procedures.
Ensures subcontractors and vendors adhere to negotiated procurement contracts.
Performs vendor lifecycle management.
Manage workloads for multiple projects simultaneously.
Performs vendor onboarding including: supplier prequalification review (vendor risk analysis, etc.); obtaining required vendor credentials; reviewing vendor credentials.
Manages vendor's ongoing compliance with SLAs as well as other contractual requirements. Upon termination of vendor relationship, terminates vendor in vendor management system.
Coordinates with appropriate staff on the development of scopes of work, specifications, drawings and other requirements necessary for procurement packages; coordinates technical evaluations of competitive proposals with project management staff.
Assists project management staff in planning for required procurement support in proposals and contracts;
Serves as a resource to staff on procurement, subcontract, and related issues.
Confers with appropriate staff on issues of subcontractor performance, vendor delivery, approval and payments of vendor invoices.
Reviews the work of more junior staff and provides feedback and training.
Travel: Limited local, national, or international travel may be required.
Environmental Factors:
Daily exposure to computer screens for extended periods of time. Minimum Qualifications Bachelor's Degree in related field.
Experience: Minimum of 5
years related contracts or procurement experience.
Strong preference for experience in the Industrial Engineering and Construction industry.
